Senior Director for Campus Safety and Emergency Management (Ret.) Phillip A. Johnson  Director Johnson has nearly 40 years of campus law enforcement experience.  He recently retired from the University of Notre Dame after 33 years of service, as the Senior Director for Campus Safety and Emergency Management.  Prior to assuming the Senior Director role, Senior Director Johnson served as chief of police, associate and assistant chief of Notre Dame’s police department for 30 years.  

He is a past president of IACLEA and was twice recognized with the President’s Award for his service to the profession and association.  In August 2019, he received the US Secret Service Director’s Award for contributions in support of the USSS mission and for commitment to ideals and principles of responsible law enforcement. He is vice chair of the Indiana Homeland Security Foundation and serves as a member of the Indiana Department of Homeland Security Senior Advisory Council.   

He has made presentations to professional organizations, both locally and nationally, on a variety of public safety matters including active shooter/rapid response training, prevention of workplace violence, the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, town-gown relations, and major special event management.  Johnson was a member of the US Department of Justice Law Enforcement and Corrections Technology Advisory Committee and served on the board of directors for the Indiana Association of Chiefs of Police.  

Johnson has been active in a variety of campus and community activities including the “Building Bridges” mentoring program for students of color, and Christmas in April (now known as Rebuilding Together). Johnson is former board member of the Family Justice Center of St. Joseph County, a not-for-profit collaborative providing a wide range of social services, legal services, and law enforcement services for victims of domestic violence.  He is a past president of the local public radio affiliate advisory board and a member of Leadership South Bend/Mishawaka He graduated from the University of Notre Dame with a Bachelor of Arts and earned a master’s degree in business administration from Notre Dame’s Mendoza College of Business.
