Chief Joseph LeMire is a career law enforcement officer with over 28 years of experience and a solid reputation for principled leadership and implementing collaboration efforts between police and community.
Chief LeMire’s law enforcement experience covers multiple departments and jurisdictions to include three years as an officer with the Hannahville Indian Community in Wilson, Michigan and over 13 years as a police officer/firefighter with the Escanaba, MI Department of Public Safety where he worked as a Sergeant, Detective/Sergeant and Detective/Lieutenant. Chief LeMire was a Lieutenant with the University of Wisconsin Oshkosh from 2008-2010 and Chief of Police from 2010-2015. He began his position as Chief of Police at the University of Wisconsin Milwaukee in July 2015. He became Chief of Police at Elon University in 2021.
Chief LeMire received his Bachelor of Arts degree in Criminal Justice from the College of St. Thomas in St. Paul, MN in 1990 and his Masters in Public Administration from the University of Wisconsin-Oshkosh in 2015 where he received the “Stephen Hintz” outstanding graduate award. Chief LeMire is also a graduate of the Criminal Justice Executive Development Institute and the FBI Regional Command College in Appleton, WI in 2014.
As a state certified Professional Communications instructor in Wisconsin, Chief LeMire believes in a highly trained staff and community in the areas of threat assessment, classroom safety, and civilian response to active shooters. As Chief of Police at UW-Oshkosh, Chief LeMire implemented the concept of “Building Relationships, Protecting Community.” This collaborative policing style earned him the “Sole Man Award” from the Women’s Center, “Friend of Students in Residence Halls” award, and the LGBTQ “Outstanding Ally/Faculty Award” at UW-Oshkosh. His focus today remains on community policing and building relationships due to the strong belief that collaboration makes for a stronger, safer community.
Chief LeMire is an active member of the Milwaukee County Law Enforcement Executives Association, Wisconsin Chiefs of Police Association, International Association of Chiefs of Police, and the International Association of Campus Law Enforcement Administrators.
Joe's work with The Riseling Group focuses on police organization reviews, policy, active shooters and threat assessment. He is a sought after instructor and engages in investigations and after action reviews.
