There seem to be no end to budget cutbacks in most organizations, especially among local governments. Often the initial solution suggested is to consolidate public safety agencies to achieve a substantial budget savings. Sometimes this is true, at least on paper, but often there are no real financial savings, nor are the intrinsic community values considered in the decision.
